Construction Energy Saving is the essential for improving house comfort and reducing operation cost. It is necessary for sustainable development and also is the important part of industrialization. As a large consumptive country, the waste of construction energy is becoming more acute. The construction energy consumption occupies 25% of the entire society energy consumption, among which construction heat, air-condition, lighting occupy 14%, construction building consumption occupies 11% and the proportion will be increased in the future. At present, the heating area in our country consume about 3 times more than the areas under the same condition in the European developed countries. The annual residence actual heating energy consumption in European country has been commonly reduced to 6L/m2. The leading dwelling house with "high comfort and low consumption" reaches to below 3L. While the average heating consumption in the same kind of area in our country, if converted according to European standard, is 16L oil/m2. The difference from the advanced level lies in not the material or the technology but the fulfillment of the design standards. The standard of our country's construction energy saving is commonly lower than developed countries and meanwhile the force of the standard implementation is weak. In 2000, the Ministry of Construction made civil construction energy saving management rules (Order No. 76) come into play, mandatory asked for saving construction energy. Beijing carried out a strong enforcement on the implementation of saving construction energy, from demand for 50% energy saving in 1998 to above 95% according to the new civil engineering residence energy saving standard. Until 2001, the accumulated house area in the whole city can reach 78,000,000 m2, among which there are houses up to 36,000,000 m2 is in conformity with 50% energy saving standard and the only 50% part can save 400,000 ton coal every year. Beijing Tiptop International Apartment has had its heating consumption indicator value lowered to 12.5W/m2, saving 4.9 kg coal per m2 every year, with two sets saving one ton coal every year. According to the statistics, the energy-saving houses having been built in the country (including 30% of the prophase energy saving houses) is just 0.3 billion m2. To practise the residence energy saving, we should not only forcefully wash out those technology and products which fall short of the requirement of the energy saving but also reinforce the implementation of the energy saving technology standard and rules. We should encourage the enterprises to capitalize on the advancement of the science and technology so as to promote the technological innovation and development. The main task of the residence energy saving is summed up as "five reform and one rebuild", that is the technological innovation on wall, window, room face, heating and refrigerating supply, energy utilization and the energy-saving rebuilding for the old house. According to some experts analysis, during the Tenth Five-Year period, our country will fully implement the "energy saving standard", with five years will see 10,410,000 ton coal saved and 27,710,000 ton Co2, 158,000 ton So2, 3,440,000 ton soot saved respectively, reaching to a distinct benefit in the aspect of society, economy and environment. The reform of the heating supply method is the pressing problem need to be solved in the southern heating area. The old heating supply system hampers the reform and development of the new heating supply system and causes large  amount of energy wastage. The National Development and Reform Commission along with the Ministry of Construction and other committees put forward "suggestions on city heating supply system reform experimentation "(No148[2003] city construction), mandatory carried out the requirements for the reform for the heating supply system. The heating supply reform for the new built houses is mainly concerned with popularization of the separate control on the house heating supply system and whole set of measuring technology so as to improve the efficiency of the heating energy utilization. The innovation of the energy utilization is to take full advantage of the local resource and adopt proper heating supply method as well as technology using renewable energy sources, promote the use of solar energy, terrestrial energy, wind energy and other new energies technology. Meanwhile, we should enhance the implementation of energy saving reform for old houses. According to statistics, the present houses in the country occupy more than 37 billion m2, among which the city has 13 billion m2, with most of them having low energy saving efficiency which presents a tough energy saving work.
